High waisted jeans don’t physically flatten your butt but since it’s cut higher up it elongates the section that’s typically thought to be the butt area (most people associate the waist band of a pair of pants to be only slightly above where your butt ends). I think they’re around the same price point (LOFT has 40% off sales like every month), so I’d try the LOFT first, and if they’re still too loose on your butt, try the AE next. The LOFT jeggings have more classic/less trendy detailing, are made of thicker fabric (so more like a jean and less like a legging), and are a bit looser in the waist/hip/butt area, so I find them more comfortable. The second-best fit I’ve found is American Eagle’s high-waisted jeggings in short sizes. If this sounds like you, my best-fitting jeans are LOFT petite legging jeans (they have a high waist). Sizing up makes everything baggy, and sizing down makes everything too tight. I’ll describe my issues in case they line up with yours: I normally have trouble with jeans/pants being too tight around the waist, giving me camel-toe due to being too small in the crotch, and being baggy around my thighs. So my body LOOKS curvy (kind of hourglass, kind of a small-waisted pear), but I have skinny legs and a flat ass, so curvy-fit jeans do not agree with me at all.
